DELIVERING GOLD STANDARD CHILDHOOD VACCINE RECOMMENDATIONS FOR AMERICANS

By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:

Section 1. Purpose and Policy. Pursuant to the Presidential Memorandum of December 5, 2025 (Aligning United States Core Childhood Vaccine Recommendations with Best Practices from Peer, Developed Countries), the Department of Health and Human Services (HHS) completed a scientific assessment, which identified a set of consensus vaccines that are consistently recommended in all peer countries and found that the United States currently recommends more childhood vaccines than any peer nation, including more than twice as many vaccine doses as some European nations (scientific assessment). The scientific assessment also found that, instead of implementing vaccination mandates, most peer nations maintain high childhood vaccination rates through public trust and education. In the United States, by contrast, individual States set mandatory vaccination requirements that children must meet to attend school.

Executive Order 14407 of May 29, 2026 (Realigning United States Core Childhood Vaccine Recommendations With Best Practices From Peer, Developed Countries), committed the Federal Government to ensuring that Americans are receiving the best scientifically supported medical advice in the world, as well as to protecting religious liberty and parental authority. However, implementation of my Administration’s prior directives regarding childhood vaccines has been delayed due to litigation over the composition of the Advisory Committee on Immunization Practices and separate updates to the Federal vaccine schedule. Therefore, I am taking further action to reaffirm that it is the policy of the United States that the core childhood vaccine recommendations should be aligned with scientific evidence and best practices from peer, developed countries while preserving access to vaccines currently available to Americans. Further, it is the policy of my Administration that Federal programs and funding should support maximal parental choice over childhood vaccines, consistent with the Federal Government’s constitutional and statutory obligations and the fundamental principles of personal autonomy and informed consent.

Sec. 2. Recommendations for Childhood and Adolescent Vaccines. (a) Based on consultation with my advisors and review of available scientific evidence, it is hereby declared that the United States recognizes Gold Standard Childhood Vaccine Recommendations informed by the three distinct categories of childhood immunization recommendations identified in the scientific assessment, as specified below:

(i) immunizations recommended for all children: measles, mumps, rubella, diphtheria, tetanus, pertussis, polio, Haemophilus influenzae type B, pneumococcal disease, human papillomavirus, and varicella;

(ii) immunizations recommended for certain high-risk groups or populations: respiratory syncytial virus monoclonal antibodies, hepatitis A, hepatitis B, meningococcal B, meningococcal ACWY, and dengue; and

(iii) immunizations based on shared clinical decision-making: hepatitis A, hepatitis B, rotavirus, meningococcal disease, influenza, and COVID-19.

What Trump did here is essentially change the CDC recommendations without going through CDC—and saying that all children are recommended to have only the vaccines listed in (i). These are the vaccines recommended by him earlier, and are the vaccines used in Denmark.

(b) The Gold Standard Childhood Vaccine Recommendations also recognize that the combined measles, mumps, rubella (MMR) vaccine should be administered in three separate single-disease shots once such products are domestically available and that, to the maximum extent feasible, all childhood immunizations should be administered at separate medical visits.

This is rather amazing. Trump is asking manufacturers to separate out the 3 components of the MMR shot (in the US only Merck makes this shot, and its MMRV— plus varicella—shot) so parents can give them separately, which Andrew Wakefield recommended and is likely to be safer than giving 3 or 4 live vaccines at once.

(c) Each executive department and agency shall review the Gold Standard Childhood Vaccine Recommendations and take any appropriate steps to advance them, to the fullest extent allowable by law.

This could mean that executive agencies could withhold funds from states that do not comply with some or all of these recommendations. The states are the entities that impose childhood vaccine mandates, not the federal government. This is a veiled threat to states to comply.

(d) States and territories are advised to review the Gold Standard Childhood Vaccine Recommendations and consider updating relevant laws and regulations that define the scope of immunization requirements for contexts such as school enrollment and attendance based on the scientific assessment and best practices from peer, developed countries.

(e) The United States will routinely reassess the Gold Standard Childhood Vaccine Recommendations according to the findings of the HHS Task Force on Safer Childhood Vaccines as specified in section 3 of this order.

Sec. 3. Improving Vaccine Research and Options for American Parents. The Secretary of HHS, through the HHS Task Force on Safer Childhood Vaccines, shall, within 90 days of the date of this order, present plans to the President through the Assistant to the President for Domestic Policy to, to the extent appropriate and consistent with applicable law:

(a) offer options to administer core childhood vaccines, starting with MMR, as single vaccines rather than combination products/doses, including by working with the private sector and other countries as appropriate, while guaranteeing continued availability of combination vaccines and those vaccines recommended for shared clinical decision-making;

This is what Trump spoke about in 2016 when campaigning for President: he said tiny babies were given horse-sized doses of vaccines at once and had heard some children developed disabilities as a result. This option is very interesting.

(b) assess the ideal timing and sequencing of all core childhood vaccines and adjust the Federal childhood and adolescent vaccine schedule as appropriate based on gold‑standard science;

Fabulous idea: identifying an optimal time and sequence for childhood vaccinations has never been done. Vaccines were just added on willy-nilly.

(c) develop additional alternative adjuvants to aluminum and conduct comparative safety and efficacy studies;

This could be good or bad since available alternatives to aluminum are probably more dangerous today.

(d) ensure continuous evaluation of the risk/benefit profiles of all childhood vaccines based on United States and international data; and

(e) improve vaccine safety monitoring, transparency, and research.

These last two are wonderful.

Sec. 4. Maximizing Parental Choice over Childhood Vaccines. (a) The Attorney General shall take appropriate measures to further meritorious legal actions challenging State laws that conflict with States’ constitutional and Federal statutory obligations related to parental authority, religious freedom, disability accommodations, and equal protection under the law, including, to the extent applicable under Federal law, States’ obligations to provide religious and medical exemptions from childhood and adolescent immunization requirements.

(b) The Departments of Justice, Education, and HHS shall take appropriate action to ensure that their contractors and grantees, including States and localities, are compliant with their constitutional and Federal statutory obligations related to parental authority, religious freedom, disability accommodations, and equal protection under the law, including, to the extent applicable under Federal law, their obligations to provide religious and medical exemptions from childhood and adolescent immunization requirements.

A less veiled threat to the states to encourage them to comply.

Sec. 5. General Provisions. (a) Nothing in this order shall be construed to impair or otherwise affect:

(i) the authority granted by law to an executive department or agency, or the head thereof; or

(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

(d) The costs for publication of this order shall be borne by the Department of Health and Human Services.

New USDA rules allow companies to speed up their hog processing lines as fast as they want. USDA inspectors are themselves working on the lines, so their seconds with each animal are likewise reduced. Funny that the title below refers to “maximum line speed” when USDA is changing the rules to eliminate the maximum limit.

No longer will companies have to maintain a program to monitor worker safety conditions.

And USDA inspectors have been replaced by plant employees performing initial inspections of animals.

Food and Water Watch analyzed data obtained by FOIA which revealed that under the new rules, requests for USDA veterinarians to check animals have been reduced by a factor of 3.5—meaning that USDA veterinarians are now examining less than 30% of the animals they reviewed under the old rules.

Poultry lines were also speeded up.

But apparently due to the size of cows and the equipment used to process them, the lines for beef are already at maximum speed.

I asked AI for more details on these issues. The most significant issue is that initial inspections have been delegated to the meat processor rather than to USDA inspectors under what is termed Modernized Inspection Systems.

Therefore, USDA inspections, when inspectors have only a few seconds to assess an animal, may be more performative than investigative. The one issue that meat processors must comply with is that there be a USDA inspector on-site whenever meat is being processed. But the job that meat inspectors were supposed to perform is impossible given the processing speed, and the attrition of inspectors. So what is the actual impact of the inspections?

Is this why complaints of foodborne illnesses to USDA rose 40% in 2025 compared with 2024?

Yet when Weston Price sent a FOIA to USDA asking for the number of complaints it had received of foodborne illnesses due to meat slaughtered on the farm between 2010 and 2022, the answer was exactly ZERO. “No responsive documents” is bureaucratize for saying we received no complaints and we hate to admit it.

If you live elsewhere, tell your reps you need a bill like this in your state. Other states are very interested in doing something similar. 2 states have passed bills saying they will do something like this also, if a court grants them the right. Maybe New Hampshire needs to be the first test case. But the USDA, if it sees how popular this effort is, could provide an exemption for on-farm slaughter and processing of limited amounts of meat for small producers.

This one shows that scientists were working on Gain of Function to enhance pests of coca crops as long ago as 1993.

Ralph Baric has worked on coronaviruses for at least 43 years, paid for by NIH and NSF. Do we really think they cared about mouse hepatitis? I don’t think so. This was when coronaviruses supposedly only caused colds in humans. They must have known you could do a lot more with a coronavirus aka mouse hepatitis virus.

Baric was working with Lisa Hensley at Fort Detrick learning how to adapt coronaviruses so they would infect new species—in 1998.

And the scientific community was very worried about his experiments in 2015, after the SARS-1 outbreak of 2002-3. While the moratorium on Gain of Function research on SARS-like viruses and influenza (especially bird flu) viruses was imposed in 2014, Baric claimed to have been given a waiver by NIH to continue his own research.

Here Fauci and Morens (who Fauci tried to claim he barely knew) were carrying the dirty water for the narrative that humans cause pandemics, and not only through their effect on climate. This is called “Blame the Victim” or “guilt-tripping”—a form of psychological warfare intended to divert attention from the other manmade threat: biolabs, and put Fauci’s victims into a weaker position. It is likely it was also a prelude to justify 15 minute cities and other restrictions placed on us, because simultaneously, Peter Daszak went so far as to write in The Lancet that agriculture, mining, trapping, etc. risked causing pandemics.

The “climate change causes pandemics” narrative was aggressively pushed throughout the first two years of the pandemic.

“One Rule for Them” – Barry Young on Wave Patterns of Bad Batches and the Safest Site Near Parliament

In this exchange with @ABridgen, @BarryYoungNZ confirms that his analysis of the New Zealand vaccination data shows clear waves of particularly bad batches.

He has identified the pattern but has not yet released the full details, describing it as going “down a rabbit hole.”

The most striking finding, however, is that the single best-performing site in the entire country - the one with the lowest excess mortality, actually better than the expected background rate - was the pharmacy located right next to the Parliament buildings in central Wellington.

Andrew notes the parallel with European Parliament rules against 5G near their own buildings and the exemption of MPs from vaccine mandates.

There were definitely some batches which were worse than others, and there could be a million different explanations for that.

[Liz Gunn] Perhaps the most damning one, though, Andrew, very briefly, is that the pharmacy that was nearest to Parliament building in the heart of Wellington City, which is where our parliamentarians are, on Barry’s data analysis over these last three years, that pharmacy happens to have been the one that had the safest numbers So I think if they ever roll out a jab again and we’re forced to have it, I’ll race down to Wellington and go to that pharmacy for the saline solution.

[Andrew] Liz, a bit like the fact that although 5G has rolled out all over Europe, the European Parliament decided they didn’t want any near their buildings.

No. Really?

No, they aren’t any. They made a ruling. No 5G towers anywhere near our Parliament buildings. Yeah.

[Barry] The MPs didn’t have to be vaccinated either, and they didn’t have to disclose it, their status, because it’s like, oh, it’s our privacy. It’s one rule for them and one rule for us. But yes, to the point Liz was making, the best pharmacy I ever found, the best, meaning that they had the lowest excess mortality.
And I mean, it was lower than the average. That’s how good it was. So they weren’t just given saline shots, they were given some kind of super vitamin boosters here. They were like, everyone who came out of that pharmacy lived longer than anyone else. It was incredible. Absolutely incredible.
And that was slap bang right in the middle of Wellington.

[Andrew] That’s just a coincidence, Barry.

[Liz] I mean, look at us all.
We’re all finding something extraordinary in the human spirit, which in the face of the most evil actions of human beings towards other human beings, we can still laugh. And I think that’s a saving grace, but we have to take action.”

Because cows need grass, raising cows means you need land. Grassland. This is why most cows are raised by independent ranchers who own or lease land. Pigs don’t require much land, so most pigs (and chickens too) are now owned by the major meat processing companies. The farmers who grow most of them are contracted to do so and have become basically serfs on their own land. Everything they do is specified by (and often provided by) the real owners of the animals.

But regarding cows, the major processors (listed below) must buy the cows from the independent ranchers, because they can’t afford or don’t choose to buy up the many millions of acres that would be needed to raise cows. Instead they spent their money buying up the competition.

Companies that slaughter and process meat are called meatpackers or simply “packers.”

JBS is the US’s and the world’s largest beef processor. Despite its history of criminal behavior, it recently was allowed on the NY stock exchange. Cargill is the US’ largest privately owned corporation. The 4 largest packing companies control beef availability and price. They could care less about quality. They fool you by creating scores of different brands. JBS, for example, sells meat labeled with over 100 different brand names.

The 2 owners of JBS were convicted of bribing 1,800 Brazilian politicians and both spent time in jail. But crime apparently pays, and the upshot is that you have probably consumed their meat in the past few days or weeks.

Up to 50% of the big meatpackers’ employees have been illegal aliens. When ICE started visiting meat processing plants, the employees stopped coming to work. Trump was forced to instruct ICE to leave the meat processors alone, and it has.

The packers have been shutting some of their processing plants. Tyson closed 8 in 2023. Brooke Rollins allowed the plants to speed up some of their lines to compensate for the loss of production facilities. Why keep paying employees when you can make the same profit by producing less? Some examples:

Meanwhile, USDA gives packers money to expand their plants or build new ones. (Next paragraph from AI:)

Between 2020 and 2025, the USDA invested over $1 billion through the American Rescue Plan and related initiatives to expand independent meat and poultry processing capacity. Major funding avenues included the Meat and Poultry Processing Expansion Program (MPPEP), the Local Meat Capacity Grant, and inspection readiness programs. [1, 2, 3]

However, all the anticipated growth in meatpacking, except for one plant, is located west of the Mississippi. Yet there is a massive shortage of processing facilities in the east, where most people live. The USDA states:

"The novelty of the USDA program lies in the fact that it does not rely on traditional antitrust interventions to promote competition but instead aims to directly address the capacity constraints that have recently hindered competition in the industry by providing additional capital to new and smaller producers."

Give me a break. USDA gives money to its pals in meatpacking instead of asking DOJ to prosecute them. What is so novel about that?

Only this summer, $60 million in USDA grants became available for smaller meatpackers to expand. Too little, too late?

Due to tremendous consolidation in the meatpacking industries in the past 40 years, the top 4 companies have gone from controlling 36% of US beef processing to 85%. Think about it: some of their factories process 5,000 cows a day. This has given the companies tremendous clout to control the amount of beef arriving in the marketplace, to control how much is imported, and (acting as an illegal cartel) to control both the prices paid to ranchers for their cows, as well as the price demanded from grocery chains for packaged meat or carcasses.

However, the DOJ investigations have usually gone nowhere, with the companies paying some fines and continuing their illegal conduct. A meaningful judicial approach would require breaking up these conglomerates and restoring competition to the marketplace.

It seems to me that the federal government has been happy to allow the meatpackers to starve the ranchers, force many thousands to sell out, and encourage the consolidation of ranchlands. The fact that this has decimated US cattle herds and helped skyrocket the cost of meat has up to now apparently been of little concern to the DOJ, which has failed to enforce antitrust law in all the agriculture monopolies and near-monopolies for decades. Instead, the amount of imported meat has doubled in recent years.

Even USDA admitted in 2024 that while meatpackers cry that their margins are slim, the spread between what they pay for meat and what they sell it for in fact widened considerably.

Perhaps taking a leaf from the meatpackers, the grocery industry has followed suit, expanding their margins for meat considerably.

Over the past several years, the margins the supermarkets are getting have widened to nearly $4.00 per pound for beef. Consolidation in the supermarket industry has ushered in sky-high prices. I was shocked that Market Basket is considerably cheaper for the same brands of groceries compared to the others—a good indicator of the increased profitability of grocery stores, which happen to pay their staff very little.

Look at the meat margins (from google AI):

Notice that last sentence? Record dollar returns per animal for the grocery store. However, the numbers above imply that the rancher gets half the retail price, but we know he only gets about 30% today.

Foreign meat in general is cheaper for the meatpackers than US-raised meat. But what does that mean when the price of diesel goes up, or supply chains fail? When we are unable to provide enough meat for Americans? It takes a number of years to rebuild the US herd, for many reasons. Importing 16-18% of beef consumed in the US, as is currently estimated, does not portend well for the future, nor for food security.

Another AI hallucination: Foreign nations don’t control 85% of meat processing, while foreign nationals do control about 40% of US meat processing. But the issue is being wrongly framed as a threat by foreign entities. In fact, the threat is due to failing to enforce anti-trust laws and allowing near-monopolies and cartels to develop and control the meat processing industry. The threat is enhanced by the “pay to play” attitude of our government:

JBS did not confine its bribing of politicians to Brazil, as you can see.

The losers of the system I have described above are American meat eaters and American farmers and ranchers. It is time to put them (us) first.

Overturning the Governor’s veto of HB396 in New Hampshire is the start of asserting our food independence. Other states are looking to repeat New Hampshire’s reassertion of the right of states to regulate their own small meat producers.

Yes, you do need some type of oversight when 5,000 cows per day are being processed in one factory. But do you need it when neighbors are looking over their shoulders at their neighbors processing 3 cows per month, when their neighbors’ sales rest on their reputation?

It is happening in New Hampshire first, but control of meat processing and meat pricing is a national issue that needs to be solved. Please support this effort as best you can, as the public tries to regain control of the food it eats.

Senator Cory Booker introduced his amendment to overturn the Supreme Court’s Durnell decision, which stopped state lawsuits against glyphosate and other pesticides, essentially restricting “the science” that can be considered to the EPA label—which is based on a review article written by Monsanto/Bayer in the 1980s that had fake authors listed.

I was struck by how quietly the Senators said their yeas and nays during the roll call for only this vote. Like their colleagues in the House, they were worried about supporting Bayer—but it seemed that they voted by party (as best I could ascertain) and killed the amendment, letting the pesticide liability shield stand.

Sen Thune introduced a beef labelling amendment that would require foreign beef to be labeled as to country of origin. It looks like this had mostly bipartisan support and has passed—meaning it will be part of the Senate farm bill. This is a nice win for farmers.

The Save Our Bacon Act has not been added as an amendment—so it looks like that will be out of the final farm bill. YES!

The committee is out on a recess, probably counting the votes and horse trading, as it is very dicey whether the overall farm bill will pass the committee, with about 11 in each party voting.

No PRIME Act was added as an amendment.

ADDENDUM: I was wrong. There was a final vote before the recess—which is until mid September, and the bill as marked up today failed. The R’s did not give the D’s enough. The D’s voted together and demanded more SNAP money, which they did not get. So there will need to be another markup if a farm bill is to pass this year.

CDC lets us know this, sort of, though the agency recommends vaccinations as early as July and even up until April 1 (when the flu season will have ended before the shot kicks in).

For elders, who have weaker immune systems that often fail to respond to flu shots or respond poorly, CDC admits that vaccinations during July and August should be avoided, because any protection the shots confer is likely to have worn off before flu season starts—though they don’t actually tell you the reason for this recommendation.

There are many different types of flu shots. The federal agencies don’t like to talk about this much. They won’t explain that flu shots are a mechanism for testing new vaccine platforms, which may be needed in the future (of course!) to save us from future deadly pandemics or biowarfare.

This is why FDA and CDC have not selected the best vaccine platforms for purchase for Medicare, Medicaid and Vaccines for Children programs (paid for by taxpayers), but instead buy a variety of shots made using a variety of methods, and do not seek out the lowest cost vaccines.

Here is a list of vaccines that CDC has purchased for the programs I just mentioned, but it omits the newly approved mRNA flu shots that will be in pharmacies within days:

The Fluzone shots for elders and the Fluad shots for elders are more dangerous than the others. Fluzone contains 4 times the regular dose of antigens. Fluad contains the novel, squalene-containing adjuvant MF59, designed to nonspecifically rev up the immune system and cause extra inflammation. They cost more, too. But since Obamacare’s rules came into being, you don’t see this cost, as your insurance plan must pay 100% of it.

Flucelvax (“cell-based”) is made in recombinant dog kidney cells. The factory in Holly Springs, SC built to use this method had numerous problems and was sold by Novartis at a massive loss to taxpayers. I don’t know whether the shots are problematic, but I would avoid them.

The Flublok vaccine is made in Fall Armyworm cells, using a baculovirus vector to infect them to produce the desired antigens.

They contain residual DNA and proteins from the worm and the virus, according to the label.

When you request a flu shot, you will not receive the one you desire. Instead you will be given one of these shots, chosen by others for you. You will not be told there exists a menu of shots to choose from.

I asked google’s AI to list the shots by type, since CDC’s diagram made sure not to explain their differences:

FluMist is the only live vaccine of the bunch, which theoretically can be spread to those immunocompromised people for whom the shot mandates are allegedly intended—you get the shot because they cannot tolerate either a live shot or the disease. The fact that a contagious vaccine is given to schoolchildren shows us that the system does not really care all that much about the immunocompromised; it just wants the right to impose mandates.

mFLUSIVA is the mRNA vaccine that is probably the straw that finally led to the firing of Vinay Prasad at FDA. He refused to consider it for a license. Once he was out, it sped through an FDA review and is now available to the public for this flu season.

The reason that other flu shots can be approved so readily is because they are the only shots to be grandfathered in. Because if you waited to conduct a controlled clinical trial, the flu season would be over. So each year’s flu shot is hooked to the license from an earlier year flu shot—this is the legal fig leaf that allows the shots to be so readily produced.

HOWEVER, there is no licensed, previous year mRNA flu shot, so that type of sleight of hand won’t work for the new mRNA flu shot.

So how was it licensed? Was it based off a clinical trial of an experimental vaccine, performed in a recent year? It would be worth knowing this.

Addendum: It seems FDA chose one of the accelerated approval paths for mFLUSIVA. FDA needs to regulate it as gene therapy. I am wondering if a lawsuit needs to be filed about this. Probably a Citizen Petition is the first step.

Watch out! They are only getting started!

Here is the blown-up chart, which reveals that in states with the highest rates of COVID vaccination, the rate of adverse events reported to VAERS was significantly lower than expected, compared to other states. These states included all of New England, the District of Columbia, Maryland, Virginia, New York, New Jersey and Washington state. All happen to be blue except purple NH.

In New Zealand, epidemiologist Barry White, working for the public health department, blew the whistle on large numbers of deaths occurring immediately after COVID vaccinations. He has been hounded and charged with crimes ever since, and remains in legal jeopardy, with a trial coming up.

What he discovered is that the lowest rate of adverse events reported to the health system in New Zealand occurred right where Parliament was located in New Zealand.

Both these datasets suggest that politicians may have received safer vaccine batches than your average Joe.

AN ACT relative to the processing of cattle, swine, sheep, and goats at facilities not certified by the United States Department of Agriculture.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Exemptions; Food Service Licensure. Amend RSA 143-A:5, IX to read as follows:

IX. A farm owned or operated by any person, firm, or corporation that raises bison, elk, [or] red deer, cattle, swine, sheep, or goats for human consumption, and the direct sale within this state of the carcasses, parts, and meat[, and meat food products] of such animals, and meat food products of uninspected bison, elk, cattle, swine, sheep, goats, or red deer when slaughtered and processed in accordance with RSA 427:2-a, IV, to the consumer from such farm, at the producer’s farm stand, and by the producer at farmers’ markets, or when sold to a licensed restaurant in accordance with RSA 143-A:20.

2 Uninspected Bison, Elk, or Red Deer; Cattle, Swine, Sheep, and Goats Included. Amend RSA 143-A:18 to read as follows:

143-A:18 Definition of Uninspected Bison, Elk, [or] Red Deer, Cattle, Swine, Sheep, or Goats.

For purposes of this subdivision, “uninspected bison, elk, [or] red deer, cattle, swine, sheep, or goats“ means carcasses, parts, and meat[, and meat food products] of bison, elk, [or] red deer, cattle, swine, sheep, or goats, and meat food products of bison, elk, or red deer slaughtered and processed [in accordance with RSA 427:16, XII] and sold or to be sold [as provided in RSA 427:2-a, IV].

3 Labeling; Meat from Uninspected Bison, Elk, or Red Deer; Cattle, Swine, Sheep, and Goats Included. Amend RSA 143-A:19 to read as follows:

143-A:19 Labeling; Meat from Uninspected Bison, Elk, [or] Red Deer, Cattle, Swine, Sheep, and Goats.

All packaging containing uninspected bison, elk, [or] red deer, cattle, swine, sheep, or goats shall be clearly labeled to include a description of the product, the name, address, and telephone number of the farm where the product originates, and the date of slaughter.

4 Purchase of Uninspected Bison, Elk, or Red Deer by Licensed Restaurants; Cattle, Swine, Sheep, and Goats Included. Amend RSA 143-A:20 to read as follows:

143-A:20 Purchase of Uninspected Bison, Elk, [or] Red Deer, Cattle, Swine, Sheep, or Goats by Licensed Restaurants.

I. A licensed restaurant, as defined in RSA 143-A:14, II, may purchase from bison, elk, [or] red deer, cattle, swine, sheep, or goat producers uninspected bison, elk, [or] red deer, cattle, swine, sheep, or goat that is labeled in accordance with RSA 143-A:19.

II. For at least 90 days from the date of each purchase, the licensed restaurant shall keep on file the receipt of purchase to include the product purchased, the date of purchase, the name of the producer, the name and address of the farm, and phone number.

III. The licensed restaurant shall clearly label any menu item containing uninspected bison, elk, or red deer with the following statement: “This product was [slaughtered] initially processed at the farm and is exempt from state and federal inspection.”

III-a. The licensed restaurant shall clearly label any menu item containing uninspected cattle, swine, sheep, or goat with the following statement: “This product was initially processed at the farm and is exempt from state inspection.”

5 Purchase of Uninspected Bison, Elk, or Red Deer by Retailers; Cattle, Swine, Sheep, and Goats Included. Amend RSA 143-A:20-a to read as follows:

143-A:20-a Purchase of Uninspected Bison, Elk, [or] Red Deer, Cattle, Swine, Sheep, or Goat by Retailers.

I. A retailer may purchase from bison, elk, [or] red deer, cattle, swine, sheep, or goat producers uninspected bison, elk, [or] red deer, cattle, swine, sheep, or goat that is labeled in accordance with RSA 143-A:19 for resale.

II. For at least 90 days from the date of each purchase, the retailer shall keep on file the receipt of purchase to include the product purchased, the date of purchase, the name of the producer, the name and address of the farm, and phone number.

III. The retailer shall clearly label any product containing uninspected bison, elk, or red deer with the following statement: “This product was [slaughtered] initially processed at the farm and is exempt from state and federal inspection.”

IV. The retailer shall clearly label any product containing uninspected cattle, swine, sheep, or goat with the following statement: “This product was initially processed at the farm and is exempt from state inspection.”

6 Exemptions; Cattle, Swine, Sheep, and Goats. Amend RSA 427:2-a, IV to read as follows:

IV. The slaughter of bison, elk, [or] red deer, cattle, swine, sheep, or goats on a farm for purposes of sale, as provided in RSA 143-A:5, IX, shall be exempt from the provisions of this subdivision requiring inspection of the slaughter of animals and preparation of the carcasses, parts thereof, meat of such animals, and meat food products of bison, elk, or red deer for sale within this state to the public. The slaughter of a bison, elk, [or] red deer, cattle, swine, sheep, or goats under this paragraph shall be permitted only:

(a) When the owner of the bison, elk, [or] red deer, cattle, swine, sheep, or goat designates a slaughter area on the farm premises which is maintained in sanitary condition.

(b) When the bison, elk, [or] red deer, cattle, swine, sheep, or goat is slaughtered in a humane method, as defined in RSA 427:33, III, by the owner [or], the owner’s full time or seasonal employee, or the owner’s agent.

(c) [From September 1 to April 30.

(d)] When no more than 12 hours passes from the time of slaughter to the [placement] storage of the carcass [in a refrigerated facility] at or below 41 degrees Fahrenheit.

[(e)] (d) When a veterinarian licensed under RSA 332-B conducts an ante-mortem examination of each non-amenable herd on an annual basis and the documents related to his or her examination are kept on file with all relevant information including:

(1) Species being inspected;

(2) Herd condition; and

(3) Location and time of inspection.

[(f)] (e) When such non-amenable animal is transported to and processed at a facility that is eligible to conduct custom exempt activities as regulated by the USDA pursuant to 21 U.S.C. section 623(a) and associated departmental regulations.

[(g)] (f) When the owner of the bison, elk, or red deer retains the original copy of the report made in [subparagraph(e)] subparagraph (d). A copy of such report shall accompany the bison, elk, or red deer carcass to the processing facility. The processing facility shall retain a copy of the report for one year.

[(h)] (g) When bison, elk, or red deer meat is ground for sale, ground meat from every second animal processed shall be tested by the processing facility for Escherichia coli and salmonella at the owner’s expense. All aspects of the testing, including sampling, shall be done in a manner that complies with standards and procedures of the USDA, and may include the services of an outside laboratory. The owner of the meat shall not sell it until he or she is in receipt of the test result that indicates the product is safe to eat. The test result shall be kept by the owner for at least one year.

[(i)] (h) Prior to sale, as provided in RSA 143-A:5, IX, it is labeled as required in RSA 143-A:19.

[(j)] (i) When the elk or red deer are sourced, kept, and propagated consistent with the rules pursuant to RSA 207:14, RSA 212:25, and RSA 436:24.

[(k)] (j) When, in the event any atypical death of a red deer or elk on the farm, that animal’s carcass is tested for chronic wasting disease under rules established by the department of fish and game and the resulting test is negative.

V. No more than the following number of animals shall be processed per month under this paragraph:

(a) Three cattle.

(b) Five swine.

(c) Ten sheep or goats, or a combination thereof.

7 Department of Agriculture, Markets, and Food; Rulemaking. The department of agriculture, markets, and food, shall adopt rules under RSA 541-A relative to providing an annual training program for farmers to include, but not be limited to, training about safety, food quality, and product labeling and distribution.

8 Effective Date. This act shall take effect upon its passage.

The Senate Homeland Security and Governmental Affairs Committee (HSGAC), chaired by Sen. Rand Paul (R-KY), is scheduled to vote on the contempt resolution on Thursday, August 6, 2026, at 8:30 AM EDT. Assuming the committee votes in favor, the matter will be referred to the DOJ for prosecution. List of committee members below.

a) The PRIME Act (Massie’s bill to allow a pilot program in which up to 5 custom slaughterhouses designated by each state could process meat without federal inspection) was included in the House version of the Farm Bill, but removed by Senator Boozman (chairman) from the Senate Farm Bill version. Would you like it included?

b) The SAVE OUR BACON Act, (SOB Act) misnamed, gets rid of states’ ability to specify minimal space in which to raise pigs and calves. It was written by the pork industry to grow animals as cheaply and inhumanely as possible by preempting state regulation. It was included in the House version. It was omitted from the Senate version presented by chairman Boozman. If you want it kept out, as I do (allowing no amendment to the contrary) you should say so.

c) Senator Cory Booker has offered an amendment to the Farm Bill to overturn the Supreme Court’s terrible glyphosate decision. It would amend the law on pesticide regulation (FIFRA) to bring back the ability of states to regulate pesticides and reverse problems in the House version of the bill, such as one that delays EPA review of glyphosate and many other pesticides for 5 more years—leaving in place labels that claim they are safe, based on fraudulent reviews from over 30 years ago. I love this amendment.

The USDA prefers to bring in potentially screwworm-infested cows from Mexico and Latin America rather than encourage an increase in US cattle herds. Can USDA possibly explain that? I can—it allows the meatpackers to buy cheaper animals, process them, and sell the meat at sky-high prices to Americans.

Has anyone forgotten that the US’s largest meat processor, JBS, donated $5 million to Trump’s inauguration?

Soon after that donation, USDA speeded up the meat processing lines. USDA had done the exact same thing during COVID when there was a meat shortage, in 2020.

Instead, too little and too late, 2 days ago USDA promised $25 million to build a new factory to produce sterile screwworms, to hopefully mate with the flies and cause the species to die out around the border. This is a 50 year old strategy.

What about JBS, the company that has taken over as the US’ and the world’s biggest beef processor and seller—with over 100 brand names. Here is what Gemini tells us about how it got to the top so quickly in Brazil, which has surpassed the US as the world’s largest beef producer now.

This is the behemoth we are fighting so that small farmers can gain easier access to meat processors, increase their herds, sell locally without federal interference, and begin climbing back to profitability, despite a plelthora of federal regulations designed to bankrupt them. And so we can bypass the mystery meat in supermarkets and buy direct from farmers that we know and trust.
