Meryl, as always, thanks for your expert analysis and plain-language “translation.” As for the following:

I believe “digital cooperation” is the hook to mandate national-state (while we still have them] cooperation to allow the Censorship Industrial Complex to have its way in each country’s communications’ infrastructure (social media, data aggregators, and the Verizons of the world).

Best case scenario is that it's simply another giant, inefficient, government grift to continue transferring wealth up the ladder. The worst? There's really no upper limit on that.
