Has anyone read the full article? Do they provide a source? The Gray Lady must be scrutinized! She will lie, lie, lie.

Every one of these words is nebulous; they do not contain a central, concrete definition.
Not that every word needs a concrete definition.
But policy based on nebulous terminology is ripe for manipulation.
