DOD claimed that “all relevant agencies” agreed: Were the DOD to give an experimental product to its servicemembers, it required a WRITTEN AUTHORIZATION from the President himself, and it could not be delegated to any underling.
Of course they knew what they were doing was against the law. They also didn’t care and they knew that almost every would comply. More importantly, they knew that by the time the courts got around to it the damage would be done.
Cue the lawsuits from 70,000 fertility damaged service men and women and the survivors of hundreds of died suddenlies.
