Seems to me that "yes if directed, severe and pervasive" and "context dependent judgement" are reasonably measured approaches to the decision to expel a student which is after all the likely consequence of violating a code of conduct. Many possible situations where rhetorical exchanges fail to rise to the level of "bullying". Calling for genocide is certainly abhorrent. The abolition of free speech is as or more abhorrent.
I had trouble figuring out who was the good guy and who was the bad guy in that exchange. A “direct” “yes or know” question from a politician is always going to be a trap and I thought it was a wise strategy for Gay to avoid answering. It was also a dumb question. That said, I was glad to see Gay get her comeuppance for being a DEI hire.
