This is largely due to the fact that despite having ungodly amounts of money, those driving this technocracy are simply not in control the way they imagine. These people are always surrounded by " yes" men, and are therefore unable to get an adequate picture of what is possible. The system, they want to manage and control is far too complex. Moreover the bureaucratic bloat alone would eventually crumble under it's own weigh with ever diminishing returns. Not that they won't do a great deal of damage in the meantime, including perpetrating genocide but in the final analysis, the whole thing will collapse sooner or later.
