The first restricts emergency powers to 21 days without legislative approval, and the second allows the legislature to end any "emergency" by a simple majority vote. Things have been much improved in Pennsylvania since then.

As an Australian, it is horrifying what has happened in the dead of night. We can never trust either side of the political landscape or the Greens for that matter. There is no oversight, there is no transparency and the last 2 years have been a living nightmare. God help us all.
The dam seems to break in the blink of an eye, but the disintegration has been decades in the making.
