Supposedly two tests are being done in sequence to confirm cases if the first is positive. The confirmatory case only the guvmint can do. Hmmm. Yes PCR is used for the first test but I don't know much about it. When I looked up the COVID PCR tests (and I even called some manufacturers) under EUA they were proprietary -- you knew they were PCR but not the primers or probes or reagents or cycle threshold for each test and FDA authorized over 200 PCR tests, maybe over 300 (I'm forgetting)
