Fraud becomes a crime when it is a “knowing misrepresentation of the truth or concealment of a material fact to induce another to act to his or her detriment” (Black’s Law Dictionary). In other words, if you lie in order to deprive a person or organization of their money or property, you’re committing fraud. "

Data and financial reporting of state agencies is routinely and rampantly manipulated, the numbers, the data, for gain for the respective agency. This is not technically "fraud" - just plain old everyday graft and corruption. (to say nothing of data rarely audited for accurate data entry.)

One way for a government employee to not become involved in corruption is to steer clear of being made a supervisor.
