This is alarming. That wording reflects none of the values our society is based on.
The implementation of these Regulations shall ignore the dignity of people, ignore the human rights of people, and ignore the fundamental freedoms of people. And in denying human decency, (you are merely a component of genetic information for research and disposal), we will be focusing on persons of wealth, (obviously), or lack of wealth (sorry, not sorry), and/or moral social standing (tough break).
And in the case of health emergencies, we will not charge you more than 10% of your household income for your healthcare, (including wealthy individuals!).
