You ask "Why were the Netherlands, New Zealand, Iran so quiet about issuing reservations or rejections of the amendments in 2022?" Well, I don't know about Iran, but both New Zealand and old Zealand (aka the Netherlands) were so quiet because in 2022, THEIR PRIME MINISTERS WERE BOTH WEF YOUNG GLOBAL LEADERS. NZ's Democrat-equivalent Labour Party, at that time run by WEF puppet Jacinda Ardern (although she was already so hated at home that she resigned and ran away to Harvard in the middle of 2023) was not thrown out until the election at the end of 2023 -- at which point it was dumped with the biggest thump in the history of the country. NZ's current Deputy PM, Winston Peters, then immediately did issue a reservation about the WHO. Unfortunately however, Winston is not a member of the Republican-equivalent National Party, (which, just as in the US, has always been the less virulent part of what is essentially a Uniparty). As I'm sure you know, sheeple all over the Anglophone world tend to vote in a hereditary manner for one of their two main Uniparty Parties -- in the US, Democrat or Republican and in NZ, Labour or National. But we have an MMP (Mixed Member Proportional) system of government, which allows minor parties to collaborate with the main Parties to form governments. Winston's minor party (called NZ First) is presently very much the junior member of a three way coalition government, with National as the largest member. So although we do have an anti-UN/WHO component to our current govt, it's not the biggest component. Better than nothing, definitely. But very frustrating. I hope that answers your question.
