I think it is marketing. The 'shortage' is just the same way you market a hot new item. You make it seem like the supply is limited so that people feel they need to rush and make an effort to get it. That is the same way they marketed the covid injections by at first designating health care workers as priority recipients, as if they were receiving some precious boon. It is an effective strategy if people don't realize how fake it is.
There is no accountability in government. The money spigot is wide open. Trillions of dollars are being transferred to bank accounts all over the world, and the public is not allowed to know about it. Organized crime was not defeated. It just moved into government.

BARDA delayed payment while they worked on adding extra grift to the deal so they could enrich a "US based manufacturer" and the bulk vaccine was kept on ice?
