You are right, it is not about money. But I think it is not so much done in order to retain their position as rulers, I think they are following a script in which the end goals is to usher in a new era. It is a big chance for all of us to finally see through the many layers of deception and lies, because everything is done out in the (semi-) open. We just need to use our critical thinking skill and look in the right places.

You write 'hope' as if they are panicked, while I say it is all planned out long ago and they are just following a script.
They are panicked. They have accelerated their plans because of the resistance and non compliance they face, such as the Yellow Vests in France, the Canadian truckers protest and many others, as well as their inability to entirely control peoples access to information. People are becoming aware.
They wrote the script in the first place because they knew capitalism with usury and without debt forgiveness was destined to fail one day and that day arrived around about 2008. So the script itself is an indication of their panic.

The way I read it, it appears that health and sanitation improvements may be of assistance to these unfortunate peoples in these third World countries. Besides sending Doctors Without Borders to these places, the addition of plumbers, carpenters and painters would be of advantage.
