Nice idea, but we Brits have had a permanent civil service for a long time. At the senior levels, it is very well paid & with plenty of perks & privileges. It doesn't work either.
Years ago, back when real satire was still allowed, there was a TV series in the UK called 'Yes Minister'. It featured a senior civil servant character called 'Sir Humphrey'. Many of us still use that name as a shorthand reference to people in his position. At the time, we had a Prime Minister (elected) called Margaret Thatcher. I am told she was a big fan of the show. She reckoned it was a very accurate portrayal of the relationship between the civil service & elected members of parliament & ministers. The Sir Humphreys actually run the country & the last four years have shown that to be so. It is ongoing with a farce of a UK public enquiry ('The Hallett Enquiry') into covid that, clearly, has already been rigged. A large number of lawyers will profit handsomely from it, but it will end up being a multi billion pound whitewash.
What we need are people with integrity, whether they be elected, in a civil service of any kind or, indeed, in business or acadaemia. How do you legislate for that? I don't believe you can, because those who are attracted to power will simply game it. As Marx (Groucho) is supposed to have said; "‘The secret of life is honesty and fair-dealing. If you can fake that, you’ve got it made.’
