Interestingly, for IHR 2005 the US did make reservations:
1. reserving the right to assume obligations under the IHR consistent with its fundamental principals of federalism (concerning the core capacity requirements in Annex 1,) "these Regulations shall be implemented by the Federal Government or the state government as appropriate and in accordance with our Constitution, to the extent that the implementation of these obligations comes under the legal jurisdiction of the Federal Government. To the extent that such obligations come under the legal jurisdiction of the state governments, the Federal Government shall bring obligations with a favorable recommendation to the notice of the appropriate state authorities.";
2) clarification that the US understands that State Parties to these Regulations have assumed an obligation to notify to WHO potential public health emergencies of international concern, irrespective of origin or source, whether they involve the natural, accidental or deliberate release of biological, chemical or radionuclear material;
3) re Art. 9 obligation to notify WHO of public health risk occurring outside of territory that may result in international spread of disease - stated that it is the US understanding that any notification that would undermine the ability of the US Armed Forces to operate effectively in pursuit of US national security interests would not be considered practical for purposes of this article;
4) the US understands that the provisions of the regulations do not create judicially enforceable private rights.
So it would seem that at the time the US did consider their limited ability to implement IHR 2005 within the States.

Senator Pressley tried to save the WHO legislation that was brought last year, he had amended it so it did not prohibit CDC bc as a lawyer knew that was not legal, but the bill was killed in the confusion, mainly by the antics of the activist pushing for CDC to included.
He quietly drafted the legislation this year with only a few ppl involved. When he sent me the draft bill, I asked if he would please consider including the united nations and the world economic forum and he graciously accommodated.
I explain to him that these organizations are all affiliated and naming them all would be significant.
It should have no issues getting out of committee or house floor and I expect Gov Landry will sign into law.
We also had a sovereignty/nullification Bill we worked with Catherine Fitts and TN legislator on, it was delayed in the governor’s office and then in AG‘s office.
We are hoping to either include this into our state Constitution as we go into a constitutional convention the end of May or we will bring it back next year as legislation.
I do believe Tennessee is running this Bill as well as Texas and Utah.
