I thought that the deal was that, unless explicitly rejected by a member country, the IHR revisions would be considered tacitly accepted by that country. In other words, taking a neutral position would be the same as acceptance--only a clear expression of rejection would oppose acceptance. This would allow lazy politicians to do nothing, end up with the revisions accepted and the "pandemic treaty" entered, then be able to say, "gee, now our hands are tied...sorry" to their sold-out constituents.
