In the legal world, and you learn to look for a few things in fraud.
A first tell-tale sign is "superfluous adjectives". Farrar says he is "completely" neutral. The insertion of the word "completely" here is defensive (why?), and a giveaway Freudian Slip.
Again he uses "completely" when referring to "open-minded discussion". Again, the use of the word is superfluous unless it is defensive, and points that the opposite is being organised.
And again, when he is referring to the future WHO investigation in Wuhan, he describes an "expert group" with a "completely open mind".
I found the repeated use of "completely" when referring to being unbiased, to be telling.
Another example of a defensive, superflous adjective, when he says he is "honestly" at 50 on a scale 0-100. And then the use of exclamation marks. Very defensive. It is also non-credible by this stage. He is trying to sound like he has no opinion, without sounding like an idiot. A difficult circle to square. He clearly does have an opinion, but does not want to say it, lest he be accused of guiding the "debate" (which this is not - it is a closed conversation between a group of people clearly worried about external debate and scrutiny).
The repeated reference to "best minds" is also strange. On the one hand, he appears to be buttering-up the group, while on the other, setting up a scenario whereby this group will have the final say.
Another clue: look for what is not there. Farrar is clearly organising this, and the intention - as opposed to the declared intention - is to have a sealed consultation among the participants. Where is the reaching out to the larger scientific community? Not there. Instead there is a call at the beginning for secrecy "in total confidence" until "agreement" is reached. It is disturbing that no one objects to this or says "let's bring so-and-so in on this". But why would they? They are already the "best minds". No one else matters.
There is also a clear worry about the public debate on Twitter and WeChat. This is seen as a threat. The objective of this group is evidently to counter this public debate.
And finally, note the "respected organisation". Collins says that if WHO is not available, maybe Farrar can bring Welcome on board. The menu is limited, to organisations that the participants can control.
Some things are still missing, unless I have missed them, such as the "forceful" argument by Drosten, the PCR wizard. Or maybe I missed it.

To my eye, the initial clusters of COVID 19 outbreaks in the USA made no sense. They didn't seem to act like a naturally occurring outbreak. Something about the gestalt of it seemed a bit off.
This all needs a much closer look.
If I was to indulge in speculation and conspiracy theories, I would wager a significant escape/release originally happened during the late summer to early fall of 2019. It didn't take. It didn't 'catch fire' over the next few months. No one noticed.
The theory would then follow that the project needed some help getting 'over the hump' to get the fire started in earnest. Some champions of the virus, some yet to be identified pernicous interests, then decided targeted brute force releases were the necessary kindling and that's where the initially reported outbreaks came from.
Speculation though that may be, one may wonder.
To my eye, the reported initial outbreaks didn't seem like they were naturally occurring. This was before the explosion of negligently overcycled PCR tests of >40 were formally established as a standard practice. That's when they buried the truth in an epidemic of deranged unreliable positives and the resulting public hysteria that could only be the object of the exercise..
That shared the same period when "The Flu" virtually disappeared from the national landscape of infectious disease reported by the CDC. How remarkable that CV19 was apparently the cure for the influenza, or so the CDC data seemed to imply.
Miracles never cease where magical thinking abounds, especially when the money is so good; especially when your job and career are on the line and one is required to act in lockstep as the worst people around them become inspired and aggressively begin to claw for the golden ring of opportunity dangled before them.
Why do I sense there is so much more to these events than the escape of unlawful biological research? My imagination must be working overtime. Perhaps it should.

I requested information from the UK’s Government Office of Science, the department that Chief Science Officer Vallance is head of, on what these “desired outcomes” were.
The questions asked:
1 - About or on the 01st February 2020 the Chief Scientific Advisor Patrick Vallance was involved in an e-mail discussion with Jeremy Farrar and Marion Koopmans amongst others (full list of names available) with the subject “Teleconference”.
Please supply the e-mails in the e-mail chain and conversation with the subject line “Teleconference” or “Re:Teleconference".

Please supply the written minutes of this telephone call, any written notes that were taken during this telephone call and any audio recordings that were taken during this telephone call.

This is the call that initiated the use of PCR tests using a paper written by Drosten and that was accepted without challenge by Government’s worldwide and that then led on to restrictions on individuals and businesses based on that paper plus over £400 BILLION of Government spending in this country alone.
I have made the Public Accounts Committee aware of this call and they replied they were interested in it but whether they did anything further I don’t know.
