Concepts such as World Health Organization are merely an expansion of "Public Health" and there is no such thing as "Public" health!! Health pertains to individuals - individual persons, individual dogs, individual cats and individual anything that eats. The application of the very word "health" to the collective is communist. It takes the number of people with a condition and equates that to the "health" of the collective and imposes whatever they please to the collective irrespective of individual health status. Historically public health arose in the 1800s when communicable diseases flourished as a result of overcrowding and poor hygiene in cities. PH addressed things such as water quality and treatment; outhouses and disposal of human and animal waste; proximity of herding animals and slaughter houses to population centers. It did not involve respiratory and gastrointestinal viruses as spread of these depend upon the individuals involved and not something that places the general population at risk. We are seeing the apex of the evolution of the concept of public health.
